999

999 was the world's first number for automatically telephoning the emergency services. It was introduced in London in 1936 following a disaster in 1935 in which five women died in a fire in Wimpole Street while a neighbour was unable to contact the telephone exchange which was jammed with calls. The General Post Office which ran the telephone network at the time suggested that an easy to remember three digit number, which could be easily located in the dark or in smoke, be introduced which would cause a light to flash at the exchange alerting the operators to the urgency of the call. The number 111 was rejected as it could be accidentally dialled by knocking the receiver - telephones at the time were pulse dialled - 000 could not be used as the first 0 would make it impossible to prioritise and so 999 was adopted. One year after 999 calls were introduced in London they were introduced into Glasgow.

BIBLE SOCIETY

A bible Society is a society formed for the distribution of the Bible or portions of it in various languages, either gratuitously or at a low rate. A clergyman of Wales, whom the want of a Welsh Bible led to London, occasioned the establishment of the British and Foreign Bible Society, on March the 7th, 1804.

A great number of similar institutions were soon formed in all parts of Great Britain, and afterwards on the Continent of Europe, in Asia and in America, and connected with the British as a parent or kindred society.

The proceeding's of the British and Foreign Bible Society gave rise to several controversies, one of which related to the neglecting to give the Prayer-book with the Bible. Another controversy related to the circulation of the Apocrypha along with the canonical books.

The Edinburgh Bible Society established in 1809, and up to 1826 connected with the British and Foreig'a Bible Society, seceded on the occasion of the controversy regarding the circulation of the Apocrypha, and up to 1860 existed as a separate society. In 1861 this society was united with the National, the Glasgow, and other Bible societies, into a whole called the National Bible Society of Scotland, having its headquarters in Edinburgh and Glasgow.

The Hibernian Bible Society, which has its headquarters in Dublin, was established in 1806, to encourage a wider circulation of the Bible in Ireland. In Germany the principal Bible society was the Prussian, established at Berlin in 1814 and having many auxiliaries. France has two principal Bible Societies, whose headquarters are at Paris, the one instituted in 1818, the other in 1833. Switzerland possesses various Bible societies, chief among which are those of Basel founded in 1804, Bern, Lausanne, and Geneva. In the Netherlands there has existed since 1815 a fraternal union of different sects for the distribution of Bibles. The Swedish Bible Society was instituted in 1808, and the Norwegian Bible Society in 1816. The first Russian Society in St Petersburg printed the Bible in thirty-one languages and dialects spoken in the Russian dominions, and auxiliary societies were formed at Irkutsk, Tobolsk, among the Kirghises, Georgians, and Cossacks of the Don; but they were all suppressed by an imperial ukase in 1826. In 1831 a new Bible Society was instituted at St. Petersburg - namely, the Russian Evangelical Bible Society. In the United States of America the great American Bible Society was formed in 1816.

BLIND

The blind are those who want, or are deficient in, the sense of sight. Blindness may vary in degree from the slightest impairment of vision to total loss of sight; it may also be temporary or permanent. It is caused by defect, disease, or injury to the eye, to the optic nerve, or to that part of the brain connected with it. Old age is sometimes accompanied with blindness, occasioned by the drying up of the humours of the eye, or by the opacity of the cornea, the crystalline lens, etc. The blind are often distinguished for a remarkable mental activity, and a wonderful development of the intellectual powers. Their touch and hearing, particularly, become very acute.

As early as 1260 an asylum for the blind (L'hospice des Quinze-Vingts) was founded in Paris by St Louis for the relief of the Crusaders who lost their sight in Egypt and Syria; but the first institution for the instruction of the blind was the idea of Valentin Hauy, brother of the celebrated mineralogist. In 1784 he opened an institution in which the blind were instructed not only in appropriate mechanical employments, as spinning, knitting, making ropes or fringes, and working in paste-board, but also in music, in reading, writing, ciphering, geography, and the sciences. For instruction in reading he procured raised letters of metal; for writing he used particular writing-cases, in which a frame, with wires to separate the lines, could be fastened upon the paper; for ciphering there were movable figures of metal, and ciphering-boards in which the figures could be fixed; for teaching geography maps were prepared upon which mountains, rivers, cities, and the boundaries of countries were indicated to the sense of touch in various ways, etc.

Similar institutions were soon afterwards founded in Amsterdam, Berlin, Brussels, Copenhagen, Dresden, Edinburgh, Liverpool, London, Vienna, and in many towns of the United States. By 1900 there were comparatively few large cities that did not possess a school or institution of some kind for the blind.

At the start of the 20th century the attitude towards the blind was rather patronising, and one source may be quoted as saying 'the occupations in which the blind are found capable of engaging are such as the making of baskets and other kinds of wicker-work, brushmaking, rope and twine making, the making of mats and matting, knitting, netting, fancy work of various kinds, cutting fire-wood, the sewing of sacks and bags; the carving of articles in wood, etc'. However, it was also recognised that more skilled tasks could also be performed by blind persons, and the same source notes that 'Piano-tuning is also successfully carried on by some, and the cleaning of clocks and watches has even been occasionally practised by them'.

Around 1900 an impetus was given, in Britain, to the higher education of the blind by the formation of the British and Foreign Blind Association, the establishment of a college for the Blind Sons of Gentlemen at Worcester, and the Royal Normal College and Academy of Music for the Blind, Upper Norwood.

Various systems were devised for the purpose of teaching the blind to read, some of which consisted in the use of the ordinary Roman alphabet, with more or less modification, and some of which employ types quite arbitrary in form. In all systems the characters rise above the surface of the paper so as to be felt by the fingers. The type adopted by Hauy was the script or italic form of the Roman letter. This was introduced into England by Sir C. Lowther, who printed the Gospel of St. Matthew in 1832 with type obtained from Paris. Before this Gall of Edinburgh made use of an embossed alphabet based on the ordinary Roman small letters, in which all curves were replaced by angular lines, and in 1834 he published the Gospel of St John in this character. Subsequently he introduced various improvements, and in particular the letters were produced with serrated surfaces, thus giving greater distinctness. Alston of Glasgow, Howe of Boston, and others also used the Roman form; but the former (who was the first to print the whole Bible, in 1840) adopted the Roman capitals, while the latter adopted the small letters, printing in this type the Bible and many other books. Of alphabets deviating entirely or nearly so from the Roman letter, one consists of a stenographic shorthand invented by Lucas of Bristol; another was a phonetic shorthand devised by Frere of London. In Dr. Moon's alphabet some of the characters are Roman, others are based on or suggested by the Roman characters. The Braille system, widely adopted by the laye 20th century, is one in which the letters are formed by a combination of dots. Dr. Moon's system from its simplicity and the size of its characters is in very general use in books for the blind. There are also systems by which the blind are enabled to write, and the writing may be either in relief so as to be read by the blind, or in characters that may be read by those who see.

BRITISH AIRPORTS AUTHORITY

The British Airports Authority plc (BAA) is a public limited company that was floated on the London Stock Exchange in 1987 and formed from the former British Airports Authority (founded in 1966). It owns and operates London airports (Heathrow, Gatwick, and Stansted) as well as Aberdeen, Edinburgh, Prestwick, and Glasgow airports. It is responsible for the construction and maintenance of buildings, fire and security services, passenger services, and terminal management.

CARPET

Carpet, a thick fabric, generally composed wholly or principally of wool, for covering the floors of apartments, staircases, and passages in the interior of a house or other place. Carpets were originally introduced from the East, where they were fabricated in pieces, like the modern rugs, for sitting on - a use obviously suggested by the Eastern habit of sitting cross-legged upon the floor. Eastern carpets are still highly thought of in Europe, into which they are largely imported. The good quality Persian, Turkish, and Indian carpets are all woven by hand, and the design is formed by knotting into the warp tufts of woollen threads of the proper colour one after the other.

Of European carpets the Brussels carpet was a common and highly-esteemed variety at the end of the 19th century. It was composed of linen thread and worsted, the latter forming the pattern. The linen basis did not appear on the surface, being concealed by the worsted, which was drawn through the reticulations and looped over wires that were afterwards withdrawn, giving the surface a ribbed appearance.

Wilton carpets were similar to Brussels in the process of their manufacture, but in them the loops were cut open by using wires with a knife-edge, and the surface thus obtained a pile.

Tapestry carpets have also a pile surface. They were traditionally manufactured according to a process patented by Mr. Whytock of Edinburgh in 1832, the great speciality of which was that the threads were particoloured by printing in the proper manner for each design before being woven up.

The Kidderminster or Scotch carpet consisted of two distinct webs woven at the same time and knitted together by the woof. The pattern was the same on both sides of the cloth, but the colours were reversed. An improvement upon this was the three-ply carpeting, made originally at Kilmarnock.

The original Axminster carpets were made on the principle of the Persian or Turkey carpets. Patent Axminster carpets (invented by Templeton of Glasgow, 1839) have a fine pile, which is produced by using chenille as the weft, the projecting threads of which form the pile, which is dyed before being used. Carpets of felted wool, with designs printed on them, are also used, and are very cheap. Cheap jute carpets are also made.

DREDGING

Dredging is a term applied to the operation of removing mud, silt, and other deposits from the bottom of harbours, canals, rivers, docks, etc. The most simple dredging apparatus is the spoon apparatus, which consists of a strong iron ring or hoop, properly formed for making an impression upon the soft matter at the bottom, so as to scoop it into a large bag attached to the ring and perforated with a number of small holes. The means for working it is a long handle, a suspending rope, and a crane or sweep-pole planted in a boat.

Much more effective was the steam dredging-machine that became common during the 19th century. It had a succession of strong iron buckets on an endless chain, which traversed on a frame whose lower end was vertically adjustable so as to regulate the depth at which it worked. It was worked by steam, and the buckets tore up the matter at the bottom, raised it, and discharge it into punts or hoppers close to the dredging vessel. Various forms of steam - pump dredgers, in which suction-pipes were the chief features, were also used.

The river Clyde, from being a shallow stream, was converted, mainly by dredging, into a waterway carrying large vessels up to Glasgow.

Dredging rivers for gold has been largely carried on since the 19th century; and the gold-dredge may even be floated in water artificially supplied.

Dredging is also the operation of dragging the bottom of the sea for molluscs, plants, and other objects, it may be for scientific observation. The oyster-dredge is a light iron frame with a scraper like a narrow hoe on one side, and a bag attached to receive the oysters. The dredges used by naturalists are mostly modifications of or somewhat similar to the oyster-dredge. Scientific dredging assumed a high importance at the end of the 19th century for research into the life of deep-sea areas, before the invention of deep-sea diving equipment and cameras.

DRUNKEN PARLIAMENT

In Scottish history, the drunken parliament is a name given to the privy-council who, under their powers as representing the estates between sessions, met at Glasgow and passed an act on the 1st of October 1662 to remove the recusant ministers from their parishes within a month. All the members were said to have been drunk except Lockhart of Lee, who opposed the measure.

FAIR

Fairs were periodical meetings of persons having goods or wares for sale in an open market held at a particular place, and generally for the transaction of a particular class of business. The origin of fairs is obviously to be traced to the convenience of bringing together at stated times the buyers and sellers of tlie stock-produce of a district. In Europe the numerous festivals of the church afforded the most favourable opportunity for the establishment of these markets. This association is indicated in the German name of a fair, which is identical with that used for the ceremony of the mass.

In the middle ages fairs were of great importance, and were specially privileged and chartered by princes and magistrates, public proclamation being made of their commencement and duration. By the late 19th century and start of the 20th century, facilities of communication much diminished the necessity for periodical markets, and by about 1900 it was chiefly amongst agriculturists that they were of much importance, large agricultural meetings being held in various districts for the sale of cattle and horses, and for the exhibition of agricultural implements. By the end of the 20th century, these fairs also had lost importance and died out. There were also, especially in Scotland, a considerable number of hiring fairs for farm-servants.

In many places the old fair-days are still kept, but are now merely an assemblage of rides and amusements. Amongst the fairs which were once celebrated saturnalia, may be mentioned Donnybrook Fair in the county of Dublin; Bartholomew and Greenwich Fairs, London; and Glasgow Fair.

FREE CHURCH OF SCOTLAND

The Free Church of Scotland is a Presbyterian church organized as a separate body from the Established Church in May, 1843. The Queen Anne Act of 1712, which restored patronage in Scotland, was for long the chronic cause of schism and discontent in the Scottish church, unwelcome clergymen often being appointed to church livings.

In 1834 the General Assembly passed a veto act, which declared that no minister should be intruded into a parish church against the will of the people, and that a majority of male heads of families, full members of the church, should be able to bar an obnoxious presentee. This act before long created litigation, and the ecclesiastical and civil powers came into conflict. The struggle was brought to an issue by the judgment of the House of Lords in 1842, affirming a decree of the Court of Session, which required the presbytery of Auchterarder to induct the presentee to Auchterarder parish without regard to the dissent of the parishioners. In May, 1843, the members of the General Assembly had been elected and were convened at Edinburgh, when the Reverend Dr. David Welsh, who had been moderator of the last Assembly, instead of constituting the meeting in the ordinary manner, rose and read a protest, pointing out that the civil courts had undue powers of interference with the Established Church, and concluding by asserting the right of the protesters, in the circumstances, to withdraw to a separate place of meeting for the purpose of taking steps on behalf of themselves and their adherents for separating in an orderly way from the Establishment, but still maintaining the Confession of Faith and Standards of the Church of Scotland as heretofore understood.

After reading this document the moderator and other members of Assembly, together with those adhering to them, withdrew to another place of meeting (the Tanfield Hall, Canonmills), and constituted themselves the Free Church of Scotland. They elected Dr. Chalmers as their moderator, and proceeded with the business before them. Although thus denuded of the temporal benefits of an establishment, they declared themselves to be the true national church of the Reformation, and did not object to the endowment and establishment of religion by the state. In later years, however, a decided majority of the Free Church clergy gave up the doctrine of the lawfulness of the establishment of the church by the state, and became converts to the 'voluntary principle'. The deed of demission, or resignation of livings, was signed by 474 ministers and professors. A sustentation fund was instituted for the maintenance of the ministers, to be supplied by the voluntary offerings of the people. In the first year after the disruption the sum of 366,719 pounds sterling was contributed for the erection of churches, between 700 and 800 of which had to be provided for congregations which left the Establishment with their ministers. Colleges for the theological training of the ministry were subsequently erected in Edinburgh, Glasgow, and Aberdeen, Schools were added to the churches in town and country, and normal schools for the training of teachers were instituted. In 1900 the Free Church joined the United Presbyterian Church (established in 1847 on the voluntary principle), to form the United Free Church of Scotland. A small minority of Free Church ministers and members refused to accept the union and claimed to be the true Free Church of Scotland, a claim which the law decided in their favour, the church property passing in accordance with the decision. The inability of the (new) Free Church to make full use of the churches - and other property thus assigned led to legislative interference
to a commission for allocation of property in 1905.
