Whitley Councils were industrial committees set up in the early part of the 20th century in Britain to enable employers and employees to discuss problems of mutual interest with a view towards avoiding strikes and lockouts. Neither side was keen to make use of them, and they were abandoned in the late 1920s. Today a similar service is provided by conciliation in the form of ACAS. Research Whitley Councils
